Kuwait-U.S. Bilateral Relationship
The U.S. Embassy outreach programs with the Kuwaiti community are limited to engaging liberals and regular contacts of the Embassy. Why doesn’t the Embassy expand its relations within the country to include the tribal community and their areas? Does the American Embassy provide scholarships for Kuwaiti nationals as a cultural training program like the British Embassy does?
Since my arrival in Kuwait, we have many efforts to broaden our “audience” and reach out to a wide variety of Kuwaiti individuals, organizations, and institutions, as well as cultural figures, civic leaders, media outlets, schools and universities, non-governmental organizations, businesses, and diverse ministries of the Government of Kuwait… in all regions of Kuwait. Through the State Department’s Middle East Peace Initiative (MEPI), we recently launched a youth civil society project in al Jahra, and the Embassy is working to expand our efforts and outreach activities in that governorate, as well as other areas of Kuwait. During my tenure as ambassador, I have enjoyed hosting many youth groups at my residence; in fact, just recently the Embassy held a wonderful party for students participating in our Youth and Exchange Study (YES) program and the ACCESS microscholarship program at my residence, where we watched the U.S.-Algeria match together. For our annual National Day event, we have made every effort to ensure that our guest list includes a wide and diverse range of Kuwaiti citizens.
We sponsor a number of exchange programs for students and teachers. AMIDEAST, a private, non-profit organization promoting cooperation between America and the region through education, information, and development programs, administers the U.S. Department of State-funded
Youth Exchange and Study (YES) Program. This scholarship program provides high school students in selected countries, including Kuwait, the opportunity to live and study in the United States for a full academic year.
Scholarship recipients live with host families, attend U.S. high schools, and participate in special enrichment activities that include community service, youth leadership training, a civics education program, and other activities that help them develop a comprehensive understanding of American culture and develop leadership skills. Likewise, these students serve as cultural ambassadors for their home countries, representing their own rich heritage to their American host communities.
The U.S. Department of State also sponsors and funds the
English Access Microscholarship Program, which provides 180 hours of English language instruction and extra-curricular and cultural activities to 75 Kuwaiti students per year for a period of two years. Students aged between 14 and 17 years old, studying in grades 9 through 11, are identified within the government schools with the aid of the Ministry of Education. Instruction takes place during the school year at AMIDEAST, which administers the program in Salmiya. In addition to the 150-hour, two year after-school program, AMIDEAST, conducts a 30-hour intensive Summer Language Program each summer (two intensive courses) for all 75 students.
The
Fulbright Scholarship brings American scholars and students to teach and conduct research in Kuwait. The goal of these programs is to enhance mutual understanding between the two cultures and the people as well as to promote long-term cooperation on an institutional level.
The Fulbright Program is the flagship international educational exchange program sponsored by the U.S. government and is designed to “increase mutual understanding between the people of the United States and the people of other countries.” With this goal as a starting point, the Fulbright Program has provided almost 300,000 participants- chosen for their academic merit and leadership potential- with the opportunity to study, teach and conduct research, exchange ideas and contribute to finding solutions to shared international concerns. Individual Fulbright grants are available for scholars from selected countries, including Kuwait, to conduct research, lecture or pursue combined lecturing and research in the United States.
The Fulbright Language Teacher Assistant (FLTA) program is an opportunity for young English teachers to refine their teaching skills, increase their English language proficiency and extend their knowledge of U.S. culture and customs while strengthening the instruction of foreign languages at U.S. colleges and universities. العلاقات الثنائية بين الكويت والولايات المتحدة الأمريكية:
1) تقتصر برامج التوعية في سفارة الولايات المتحدة مع المجتمع الكويتي على التفاعل مع الليبراليين ومعارف السفارة الاعتياديين. لماذا لا توسع السفارة الأمريكية علاقاتها داخل البلاد لتشمل المجتمع كله والمناطق القبلية؟ هل تقدم السفارة الأميركية منحا دراسية للمواطنين الكويتيين في برامج التدريب الثقافية مثل السفارة البريطانية ؟
